USA secret services budget increase and aliens first contact

As we know, USA increased budget for secret services, to fight terrorism (and USA is not the only country that done that).
When we will have first public and oficial contact, with the first alien civilization, the first target for some terrorist groups, will be the aliens.
They will consider that these life forms are sent by satan, and want to destroy us.
Is the duty of secret services around the world, to protect the aliens.
We will not get aliens help if we are agressive with them.
They will not provide us with advanced technology if they do not trust us, because they most probably don’t like wars, but that does not mean that they don’t have an army, a lot more superior than our armies.
