Is not easy to respond to this question.
Threats can always appear, and we don’t know if they will change in the future, the way they look at us.
Now we can be friends and after 100-10.000 years or more, they might begin to think, that is best to limit us and to stop sharing technologies, because we might not have been fair partners with them.
And if they limit the space our ships can travel, they can limit our number, and this thing can start a war.
From my point of view, will be a good ideea to have weapons that can kill them, but we must be very careful what we do with this weapons.
Only because we might be superior, to some races we will meet, does not mean we must kill them and take there resources and technologies.
Weapons must be used only as a last solution.
A civilization that starts war, is a civilization that has high chances to end its existance.
In this big Universe, we must cooperate, if we want to be happy.
We have what to explore and many things to learn from our space brothers, even if they are very different from us.
Only army and police I think that should have access to such weapons.
A thing that we must never do, is to kidnap aliens or to create them from DNA, so we can test weapons on them, or abuse them in any way.
